"The Argus" says:—"The late Dcakin Ministry was settled by a secret conclave, the electors generally being regarded as of such small importance that not even an explanation or an excuse was slung to them for any sudden change of front. And this is responsible government. The Ministry which replaces it will be a mure stop-gap out', without the authority of the people."
TWO-PARTY SYSTEM

SYDNEY, November 11
Both morning papers urge that the defeat of Mr Deals in offers an opportunity for a return to the two-party system of Government The "Herald" says:—"On the facts there is nothing to prevent a return to this system, the Labour Party being allowed to go into opposition." It believes the way has been opened for a better understanding with the Anti-Socialist Parties. The "Telegraph" says:—"Since Mr Deakin hesitated either to challenge the House or provide an opportunity for any other leader to close up the Anti-Socialist ranks, it may be that, if commissioned to form a Government, Mr Fisher will play a higher part than is generally expected, by at once submitting a motion challenging the House on the Labour objective, and, if defeated, dissolving and asking the people for a legitimate majority that will enable him to rule in accordance with his principles."
