A NEW COMPLEXION.
THE CASABLANCA INCIDENT,

BERLIN, November 10
A report the French Commissary of Police at Casablanca has submitted to the authorities has been received in Berlin, and is recognised as putting a new complexion on the case.
It is semi-ofiicially stated in Berlin that owing to important discrepancies between the French and German reports as to the actual facts, the matter needs fresh investigation on the part of the respective authorities or an arbitration tribunal. The "Cologne Gazette" says it is .assumed that Germany will be unable to adhere to the recent standpoint taken up by her, and will consent to the whole question, including matters of fact, being referred to arbitration.
