THE GERMAN NAVY.
THIRD DREADNOUGHT LAUNCHED. Received September 28, 8.42 a.m. BERLIN, September 27. The third German Dreadnought, the Rheinland, has been launched at Stettin.
The extensive building programme for the navy proposed by the German Government is exciting much attention in Britain. The recent statement of Herr von Tirpitz, the German Secretarv of State for the JAdmiraky, that Germany is building mow as quickly as 1 Great Britain, and thut he would willinely accelerate the present rate if he could procure brmour-plates and guns, is held in manv quarters to warrant some action on the part of the British Government. Mr Stead; in an article on the subject in the "Review of Reviews," advocates the Governmert entering upon the definite policy of building two British battleships for every one Germany builds, although such a scheme would involve the increase of the naval Estimates to the extent of £40,000,000 a year.
