A NEW ELECTORAL LAW. Received September 17, 8.15 a.m. LONDON, September 16. "The Times's" St. Petersburg correspondent learns that the Shah will in a few days' time promulgate a new electoral law and convoke the Mejliss (National Council). If he fails to do thie, the opinion is held in Russia that he will imperil the throne and his |ife. ' AN APPEAL. TEHERAN, September 16. The ulemas (wise men, or counsellors) of Northern Persia have appealed to the 'Shah to summon Parliament.
