A NEWSPAPER BILL. DRASTIC PROVISIONS. Recei-'ed August 27, 10.5 a.m. MEBOURNE, August 27. The State Cabinet is considering a Newspaper Bill. The Premier (Sir Thomas Bent) states that one provision requires that any article or paragraph containing remarks or observations upon any political matter must have the Christian name and surname of the writer attached to it in type twice the size in which the article is printed. The only defence lo a libel action would be the truth of a statement. There was, said Si.' Thomas Bent, a provision to the effect that corrections must bear the name of the person at whose instance they might be inserted.
