. GERMANY'S ARMY. COST IN FUTURE WARFARE. deceived July 19, 4.15 p.m. BERLIN, July 13. General Blume has presented a remarkable report to the German general staff, stating that Germany could put four and three-quarter million soldiers in the field in the next war, which would cost Germany three hundred millions annually, apart from the indirect financial and commercial losses, which would be far greater. If several European Powers were involved, as seemed likely, the cost proportionately would be greater. General Blume estimates a European war of the same duration as the Russo-Japanese war, which would cause at least 900,000 casualties, and become a veritable orgy of blood.
