STRONG LANGUAGE.

Received July IG, 8.4 a.m. LONDON, July 15. Mr E. A. Villiers, Liberal member for Brighton, in introducing to the Prime Minister a large deputation of members o£ the House of Commons, declared that the Government, in entering into a new Sugar Convention, betrayed freetrade principles, infringed the rights of the House of Commons, and violated the constitution. Several members of the deputation dissociated themselves from this language. The Right Hon. H. H. Asquith, describing the accusation as improper and unjustified by fact, assured the deputation that the new convention was in harmony with all the essential of freetrade principles. It did not contain any restriction? as to the sources from which sugar could be obtained. He disclaimed any idea of acting behind Pailiament's back. The Government had explicitly announced its policy as early as June, ]907.
