The Kaiser recently sent, through the American Embassy, a personal letter to President Roosevelt, giving private reasons why Dr. Hill would be unacceptable. A cablegram published yesterday morning stated that it wat> officially announced at Berlin that nothing now stands in the way of Dr. Hill's nomination).
