PAUPERS IN ENGLAND AND WALES.

A BIG INCREASE. Received March 24, 9.28 p.m. LONDON, March 24. The Tariff Reform Commission report that the indocr paupers in England and Wales in January numbered 8,000 more than in 1907, and 40,000 beyond the average for a decade. The outdoor paupers totalled 6,000 more in January and 28,000 more than the average for a decade.
