BRITISH LABOUR PROPOSAL. Received March 20, 8.3 a.m. LONDON, March 19. In the House of Commons, Mr Clynes, Labour member for the North-east Division of Manchester, moved that the working day in all trades and industries should be limited by law to a maximum of eight hours. Mr Herbert Samuel (Under-Secre-tary to the Home Office) said the resolution was too sweeping. Agriculture wuild be unable to accept such a rigid rule, and it would be impossible to insist on a limitation in the cases of domestic service, the texti'.e trade, and shipping. The Government meant to push the Minei-s' Eight Hours Bill through. Mr Balfour: If a diminution in the output of our textile trade would injure our foreign trade, why not a diminution in the coal production? Mr A. Henderson (Labour member for Durham, Barnard Castle), advised the withdrawal of the resolution, but owing to objection the subject was talked out.
