LORD ROBERTS' CRITICISM. A REPLY. Received March 20; 10.25 p.m. LONDON, March 20. Mr K. B. Haldane, Secretary for War, replying to Lord Roberts' criticisms, promised t>ot to reduce the regular artillery until he was able to supply for every man removod four or five serving on the militia basis. He que ted Generals French and Lyttelton in support of the value of territorial artillery. In a debate in the House of Lords on the subject of the Army, particularly with reference to partiallytrained batteries, Earl Roberts urged that forty efficient batteries would be much more effective than a much greater number of territorial batteries, which, untrained and unorganised, might be a source of danger. He contended that to trust to amateur artillerists would be to court disaster. The country should be sufficiently garrisoned to protect it from an invader.
