PRUSSIAN POLAND.
DANGER OF EXCEPTIONAL LEGISLATION.
BERLIN, January 31. Prince Radziwill, Cardinal Kopp, and other Polish magnates in the Upper House of the Diet have warned Prince von Bulow, the Imperial Chancellor, of the danger under "the Posen ApDropriation Bill of infringing the rights of property, and exciting mistrust and disaffection. Prince von Bulow replied that the existence of a Prussian State'was a menace; it was impossible to allow the growth of a State within a State. The grave emergency demanded exceptional legislation. The Bill was referred to a committee.
