SPEECH BY MR A. BIRRELL. LAND QUESTION THE WHOLE TROUBLE. Received January 29, 11.18 p.m. LONDON, January 29. Mr A. Birrell, Chief Secretary for Irelafid, in a speech at North Bristol, emphasised his difficulties in the face of a population bent on ■geftting Home Rule. The whole of th.e irouble in Ireland arose over the land. But for the land question Ireland would be the most crimeless country in the world. Yet the House, of Lords, who were parties to the dispute, 'had mutilated the land bills, arvd thereby increased the discontent, and jjuries declined to convict those charged with cattle driving and similar offences. j
