RECIPROCITY AGREEMENT SIGNED. Received January 29, 10.4 p.m. NEW YORK, January 29. The reciprocity agreement between United States and France has been signed at Washington. The United States concedes France an abatement of 20 per cent, on the duties on champagne and sparkling wnes, and France applies the minimum tariff to American products.
