LECTURE BY MR BALFOUR. POLITICAL AND NATIONAL DECADENCE. SOCIALISM AND LABOUR. Received January 28, 9.11 a.m. LONDON, January 27. Mr A. J. Balfour, ex-Premier, lectured at Newnham College on political and national decadence. He instanced slavery, a diminishing birthrate, and lack of initiative among the causes of decay. He had not perceived either pause or retrogression in the onward movement of Western civilisation. Mr F. Maddison, Labour member for Burnley, urges Mr D. J. Shackle - ton, M.P. for Clitheroe and member of the Parliamentary Committee of the Trades Union Congress, to dissolve the alliance of the trade unionists with the Socialist organisations. Mr Maddison says it is intolerable that a trade unionist should be com--1 pelled to .subscribe to promote Socialism.
