SPEECH BY MR BUXTON,
LONDON, January 17
The Right Hon. Sydney Buxton, Postmaster-General, speaking at Edinburgh, said he was not a pedantic freetrader, and within the limits of controversy there were matters whereon all were agreed. He eulogised the Right Hon. D. LloydGeorge's Merchant Shipping Act, placing foreign ships entering British ports, under the same conditions as British ships. He also praised the Patents Act. He would, he said, certaiv.ly give no preference in trade to the foreigner. A BYE-ELECTION. Received January 19, 5.2 p.m. LONDON, January 18.
