ASIATICS IN THE TRANSVAAL.
WHAT "THE TIMES" HOPES FOR. LONDON, January 17. "The Times" contrasts Mr. Lemieux's success in Japan with the Indian difficulty in the Transvaal. It hopes that the Transvaal, for the sake of the Empire's honour, will accept the registration papers granted by Lord Milner, when High Commissioner of South Africa, with the express assurance that they would be final. (Mr Lemieux, the Canadian Post-master-General . recently visited Japan, and consulted with the authorities at Tokio concerning the emigration question. His report is considered satisfactory, and it is said that Sir W. Laurier (Canadian Prime Minister) is ready to accept Japan's verbal promise to restrict emigration to Canada to labourers, he relying upon the promise of the Japanese Government to enforce the necessary regulations.)
