RETURN FROM A MISSION. A SOLUTION MAY BE REACHED. Received January 8, 7.45 a.m. LONDON, January 7. Reuter reports that M. Lemieux, the Canadian Postmaster, has returned from his mission to Japan. He admits that no arrangement has been concluded in regard to the restriction of Japanese emigration to Canada, but believes a solution can be reached. Negotiations, he says, are being conducted in the friendliest spirit.
