ADDRESS OF LOYALTY TO THE THRONE. ANIMATED DEBATE. Received November 27, 9,16 p.m. ST. PETERSBURG, November 27. An animated debate is proceeding in the Duma relative to the address of loyalty to the throne. Members of the Left, except" the Socialists, who absented themselves, urged that the Constitution ought to be mentioned in the address. Members of the Right insisted upon the inclusion of. the word "autocracy." The Octobrist speakers recognised the existence of a Constitution and considered that it was unnecessary to introduce the word "autocracy" in the address since the Czar had not used it in his speech from the thorne.
