CUSTOMS RESTRICTIONS. SYDNEY MERCHANTS' COMPLAINTS. Received November 25, 10 a.m. SYDNEY, November 25. Merchants complain that Customs restrictions regarding the shipping trade with Noumea effectually block them from competing with the French m the New Hebrides. They also state that prohibited goods exported direct to Noumea from France are passed on to the New Hebrides.
