ESPIONAGE AGENCY.
A TRAITOROUS OFFICER. ATTEMPTED SALE OF DEFENCE PLANS. PARIS, November 15. Lieutenant Ullmo admits that he asked Germany to pay 950,000 francs for plans of the defence of Toulon Harbour, but was informed that the price asked was too much, as the plans were only a secondary importance.
THE CURSE OF OFIUMSMOKING. Received November 17, 4.25 p.m. PARIS, November 16. Ullmo attributes his downfall to opiuir -smoking. (Lieutenant Ullmo, bebnging to the French torpedo boat Carrabine, was arrested in Toulon in sensational circumstances, charged with offering to sell the naval signal code and the cypher key. The arrest led to the discovery of an international espionage agency in the south of France, and the arrest of several civilians at Marseilles and Toulon.)
