MR BALFOUR'S POLICY APPROVED. PARLIAMENTARY AND LOCAL GOVERNMENT FRANCHISE FOR WOMEN. "KEEPING THINGS IN A SIMMER." Received November 17, 4.9 p.m. LONDON, November 16.. The Unionist Conference at Birmingham unanimously carried a motion thanking Mr A. J. Balfour for his speech at Birmingham, and assuring him of an enthusiastic support of the policy he .unfolded. The conference, by a majority, approved of a Parliamentary vote for women and also making them eligible to register votes for country district and parish councils. By a large majority, the action of the Government, in placing contracts abroad, was-condemned. A motion was also carried against the abolition of the coal export tax. The newspaper Spectator declares that Mr Balfour's speech was intended to keep .things on a simmer and no more. Received November 17, 4.9 p.m. LONDON, November 16. Mr A. J. Balfour conversed with Mr J. Chamberlain for an hour. Mr Chamberlain wa3 delighted at Mr Balfour's speech at the Hippodrome, Birmingham, in connection with the Unionist Conference, and was gratified at the success of the conference. Messrs Balfour and Qha.nberlain also discussed the Union party's plans.
