Some accounts credit Muli Hofed with an intention to pacify the Casablanca tribes, negotiate with General Drude for peace, and secure recognition, and then march to Fez and proclaim himself Emperor. Received August 28,12.16 a.m. MOROCCO, August 27. France and Spain have requested the Moorish Minister of War to take the necessary steps to enforce the Algeciras Convention in the matter of policing the Moroccan ports. Lieut. Casse, a French officer, has been instructed to organise the police at Magodor.
