FINANCE BILL. Received July 31, 10.20 p.m. LONDON, July 31. In the House of Commons the Finance Bill was read a third time by 232 votes to 91. LORD CROMER'S SERVICES RECOGNISED. Received August 1, 1.10 a.m. LONDON July 31. In the House of Commons a grant of £50,000 to Lord Cromer in recognition of his services to the Empire was carried by 254 votes to 107, after opposition on the part of the Irish and Labour members. In the House of Lords the vote was carried by acclamation. THE HAGUE PEACE CONVENTION. Received Julj 31, 8.36 a.m. LONDON, July 31. The Times regards the prospects of a permanent International Prize Court of Appeal at The Hague and the American proposal t for the establishment of a permanent Court of Arbitration as most promising.
