DISCUSSION IN THE HOUSE OF LORDS. HORRORS DENOUNCED. Received July 31, 7.58 a.m. LONDON, July 30. The House of Lords discussed Congo affairs. The horrors were denounced on all sides. Lord Fitzmaurice (Parliamentary Foreign Under-Secretary) urged patience, expres sing a hope that the Belgian Parliament, in the event of annexation of the Congo, would obtain real effective control, which would lead to radical reforms. He emphasised the dangers of any rash action. The Marquis of Lansdowne, late Secretary for Foreign Affairs, concurred in Lord Fitzmaurice's views.
