HOME RULE.

Received May 8, 8.38 a.m. LONDON, May 7. The Times says that the Irish Bill to be introduced by Mr Birrell, Secretary for Ireland, will deal solely with administration. It confers no legislative powers on Ireland as distinct from the United Kingdom generally. Nationalist members of the House of Commons entertained the Premiers at a banquet. Those present included Lord Loreburn (Lord High Chancellor), Mr Birrell (Secretary for Ireland), Mr John Morley (Secretary for India), and Mr Churchill (UnderSecretary for the Colonies). Mr John Redmond, leader of the Nationalists, who presided, expressed the party's gratitude to the colonial representatives for their unvarying sympathy with Ireland.
