REFORM OF THE HOUSE Off LORDS.

Received May 8, 9.7 a.m. LONDON, May 7. In the House of Lords, the debate on the second reading of Lord Newton's Bill for the reform of the House of Lords was adjourned. The Earl of Cawdor, who was First Lord of the Admiralty in the Balfour Government, moved that the Bill be referred to a Select Committee. The Earl of Crewe, Lord President of the Council in the present Government, opposed the Bill and the amendment, on the ground that the Governmment is introducing a measure shortly which will'deal less with reform of the Hou3e of Lords than with the relations of the two Houses. He foreshadowed proposals limiting the powers of the House of Lords.
