Pedlar Palmer, the" well-known English pugilist, who was for years lightweight champion of his native country, and later on of South Africa, has been arrested for striking and killing an unknown fellow passenger on a race train at Croydon. The passenger refused to stop singing.
ADULTERATED LEATHER,
Received April 26, 8.35 a.m. LONDON, April 25. Leading leather importers informed Sir William Lyne, Commonwealth Minister for Trade and Customs, that the strict enforcement of the Commerce Act with respect to undue loading of leather with sugar or glucose would produce an excellent effect on the Australian trade. The Customs recently discovered American samples loaded to the extent of twenty-five per cent. . f 4 REDUCTION OF SANK RATE.
Received April 26, 8.35 a.m. LONDON, April 25. At a meeting of the Court ofjDirectors of the Bank of England held this day, the official minimum discount rate was reuduced from 4J to 4 per cent. (On April 11th the rate was reduced from 5 to 4J per cent.)
TRANSVAAL DEFENCE FORCE.

General Botha,' in an interview, described the story respecting a Transvaal defence force as ridiculous,'adding: "Our aim is to establish an army for the defence of the whole of South Africa, wherein Dutch and British will serve side by side. "It is no longer a question of Dutch or English. We are one people, with one ambition and one aim, and ought to be called South Africans." COMPULSORY TRAINING. Received April 26, 8.15 a.m.' 1 LONDON, April 25. Mr W. M. Hughes, Commonwealth M.P. (who has appealed to the British Labour Party to support the compulsory training of adult males for the defence of the coontry), in the presence of many high military and naval authorities, Field-Marshal Roberts presiding, unfolded his views on training of adults for defence purposes.

The Admiralty is accepting Australia's wishes regarding her maintaining her own coastal fleet, and is encouraging the plan of leaving it to the Commonwealth to decide whether in wartime she will voluntarily place her flotilla under the Admiralty's control, though it still might not be allowed to leave the coast.
