FIRST-GLASS TORPEDO BASE. Received April 4, 10.40 p.m. LONDON, April 4. The Daily Express states that Germany is transforming Emcien into a first-class torpedo base. ENGINE-DRIVER'S SENTENCE. Received April 4, 7.57 a.m. LONDON, April 3. The sentence passed on Enginedriver Gourlay has been reduced to three months. (Gourlay was the driver of the North, British Express which, in December last, dashed into Arbroath Station, and telescoped a standing train, killing 20 passengers. Gourlay was at first sentenced to five months' imprisonment).
