SMALL CLOUDS ON THE HORIZON. Received January 16, 8.3 am. PARIS, January 18. France is disturbed at the presence of two German officers named-Ischudi and Wolff in Morocco, contrary to the terms of the Algeciras arrangement. It is semi-officially admitted at Berlin that they are engaged as technical advisers, not as military instructors. Received January 16, 8.22 a.m. PARIS, January 15. French newspapers report German acts of aggession in the French Congo.
