THE PLUMBERS' DISPUTE.

The Conciliation Board has filed recommendations in the dispute between the Wellington Plumbers' Industrial Union of Workers and the Master Plumbers. In regard to the hours of work, forty-six hours per week is stipulated, with certain reservations. No plumber who has been engaged for six years at the trade 'shall receive less than Is 4d per hour and in the case of workmen of seven years' standing who are certificated by the City and Guilds of London Institute (dr a similar body) -not less than Is 5d per hour. In computing such periods of service, the time spent as an assistant shall be reckoned. Overtime payment is recommended as follows: —For the first two hours, time and a quarter; time and a half for work done on Boxing Day, New Year's Day, Easter ' Monday, Labour Day, Birthday of the Sovereign, and after 1 p.m. on the day of weekly half-holiday; for work done on Christmas Day, Good Fridays and Sundays, double time. Provision is made for the payment to employees of their travelling expenses when proceeding to a job beyond a radius of two miles from their employers', place of business. This does not apply to work within the boundaries of Wellington City. Provisions for "country work" are also included in the payment of lodging expenses where an employee so despatched cannot return in ;a day. A proportion of assistants is given at one to every journeyman, but an employee may engage an additional assistant for every assistant who has been in his service for five years. Assistants are to serve six years. Three months' probation is allowed the first employer of an assistant to determine his fitness. The usual conditions relating to "incompetent workers" are included in the recommendations Permits „> to incompetent workers are to have the currency of six months. Preference to unionists is recommended; wages to be paid weekly or fortnightly; piecework to be prohibited; the Wellington and Manawatu Railway Company and Union Steamship Company are exempted. If the recommendations are approved, they are to come into force on the 14th prox., remaining in force for two years.J
