ENFORCEMENT OF THE BAIT ACT. ST. JOHN'S, November 2. The enforcement of the .bait Act will so hamper American fishing operations under the modus vivendi that it is expected she will be able to employ only two hundred instead of sis hundred Newfoundlanders in connection with the fisheries.
