FRANCE.
THE NAVY. Reooived May 29, 8.34 a.m. PARIS, May 28. M. Thomson, Minister of Marine, told Cabinet that it was essenital for the safety of France that she should largely increase her torpedo boats and submersibles, and build 20 battleships, in order to keep abreast of Germany.
