GENERAL STOESSEL CENSURED. ReceTved Maroh 29, 7.28 a.m. LONDON, Maroh 28. The St. Petersburg correspondent of the Daily Mall states that the Commission of Enquiry holds that Port Arthur might have been held by the Rassiau army two months longer and General Stoessel for surrendering without the knowledge and concurrence of any of his officers.
