The speech made by Herr Ballestrem, President of the Reichstag, urging the Chamber t;o pass a vote for additional armaments, to enable "the nation to knock on the head any one lightly disturbing peaoe," has created an unfavourable impression abroad.

INCREASE OF TOBACCO DUTIES.,

Received January 31, 10.18 p.m. BERLTN, January 31. The Taxation Committee of the Reichstag in rejecting the Government's proposals, has increased the duty on fine cut tobaccos, leaving the other sorts unchanged.
