The London Times, discussing the resolutions of Victoria, Queensland, Tasmania, Western Australia, and Fgi, to establish a Federal Council constituted of representatives of the colonies, applauds the decision arrived at, and erpresses regret at the paucity of the members composing the Federal Council, and at the refusal of New South Wales and New Zealand to join it, but declares at the same time that the formal establishment of the Council, even although its range be limited, is a question of primary importance. With regard to th,o direct denial which has been given hy the Archbishop of Canterbury to the statemeut that it had been decided to debar colonially ordained clergymen from minstration in England, complaints are now mado by colonial clergymen that although they are not absolutely debarred, the licenses which they receive are only temporary.
