September 11. The prospects of a peaceful settlement of the dispute between Germany and Spain still continue to exist. The Spanish Government hare agreed to publish in the Gazette an acceptable apology for the indignity to which the German Embassy at Madrid was recently subjected by the populace, but expresses the hope that the claims of Spain to the Carolines will be recognised without relegating the question to arbitration, as the German Government hate proposed.

September 14. The Spanish squadron remains in the vicinity of Uap, and the German vessels hare departed. The status quo will be maintained now until new negotiations are completed.
