Lord Derby considesrs. that any future action taken by -England in connection with annexation will much depend on the liberality of the colonies in tbo matter. Sir Saul Samuel is urging the necessity for a complete jurisdiction being established over New Guinea,

Germany ban annexed North Sierra Leone, on the west coast of Africa.

Bismarck is opposing the stringency of the annexation rules as proposed by England to be brought before the forthcoming Conference on Pacific affairs.
