London, September 11. The foot disease amongst cattle is alarmingly increasing. The death is announced of M. Henri Conscience, the Flemish novelist, aged 71. The latest information from Hanoi is to the effect that bad weather is being experienced, which has impeded French operations. The Times, reviewing the Franco-Chi-nese question, advocates that the English fleet in the China Seas should be increased.
