It is announced that the Earl of Koseberry has resigned the Under Secretaryship of State for the Home Department in compliance with the wish of the Cabinet that the post should be held by a member of the House of Commons. Mr J. F, Hibbert, M.P., for Oldham, who now occupied the position of Political Secretary to the Home Office, has been appointed to succeed Earl Eoseberry.

Mr Gladstone has in the House of Commons refused to give any reason for the Government not appointing H;B.H. the Duke of Albany jViceroy in Canada. Liehung«Chang, the Chinese Coma mander on the Hanoi frontier, has declared that the Chinese rights in Annam will be upheld by military force. It is reported that Hanoi has been captured.
