M. Jules Ferry has succeeded in forming a Cabinet. The various portfol'os have been allotted es follows:—Fervy, Premier and Minister of Eduertion ; General Thebaudin, Minister for War ; Eouseau, Minister of the Interior; Cbarfceneil Lacour Minister of Foreign Affairs; Tiiad, Minister of Finance; Zvun (Brun P), Minister for the Colonies; Heisson, Minister of Commerce. The Piemier, it has (rrnspirfd, askei President Grevy to issue ad.-ereo placing the dynastic Prinres who hold appointments in the army upon the retired list. London, February 21. The debate on the Address-in-Beply to the Speech from the Throne was continued in the House of Commons to day, when an amendment, proposed by Mr Gorst, M.P. for Chatham, that no further concessions should be made tj the lawless agitation in Ireland, was under consideration. In the course of a lengthy and animated debate the policy of the Government was violently attacked by O'Brien and O'Donnell, who d-clared that the outrages which occurred in Ireland are the result of coercion. Two arrests have been made of persons who are charged with complicity in the murder.of the police constable at Lough Rea in 1881. Constantinople, February 21. It has transpired that the Porte has caused an examination to be made into the circumstances a'tending the recent disturbances et Tripoli during which the Italian flag was insulted at the Consulate of that country, and has ordered that full reparation shall be made for the outrages committed during the rot.
