The House met at 2.30
Mr Seddon moved that it be an instruction to the Waste Lands Committee to report on the Deferred Payment Settlers Relief Bill, as also of the Pastoral Lands Occupation and the Elective Boards Bills within seven days.
In supporting the motion, Sir George Grey said he knew these measures were urgently needed by the colony, and if not reported, as proposed, there would be little or ho chance of their passing this session.
MrEblleston suggested as an addition to the motion, that the Land Amendment .Bill be included.
. Mr Barron blamed Government for being weak and irregular in its action, thereby frustrating the course of business.
Major Atkinson retorted by saying that the Government of the colony bad been rendered difficult, if not impossible, by the disjoined state of the Opposition. Mr Montgomery, who spoke next, com plained of the conduct invariably pursued by the Treasurer. His tone was rougl), and his remarks unguarded. He presumed upon his (Mr Montgomery's) reputation for quietude, but he wanted to show him that, when occasion required it, he cbuld find language and whatever else was needed to resent such unwarrantable conduct. The motion, with the amendment suggested by Mr Eolleston, was agreed to. LOAN BILLS. The House went into Committee on the Governor's message recommending the introduction of the two new loan bills. Mr Montgomery would not oppose the introduction of the bills if this was not taken as acquiescence in their principles. Major Atkinson quite concurred in this, and said he would afford any opportunity the hon. member required to discuss the whole financial question on the motion to go into Supply, before the second reading of these bills was proposed. • Mr Macandrew objected to there being two loan bills. The whole loan should be put in one bill, but he would not say whether he would support it or not; certainly he would not ajipport two loan bills.
After some remarks from Captain McKenzie, Mr Hutchinsoti, and Mr Holmes, the North Island Main Trunk Railway Loan Bill and the New Zealand Loan Bill were introduced and read a first time. •.-.-.■ ..■-*-..-•■■
The Expenses of the Members of the General Assembly Bill was introduced in Committee and read a first time in the House. ... :
The Supreme Court Bill, Court of Appeal Law Amendment Bill, Criminal Law Bill, Imbecile PasseDgers Bill, Inspector of Machinery Bill, and the Companies Act Amendment Bill, were, after brief discussions, read a second time.
The Industrial Schools Bill was reconsidered in Committee and reported with amendments.
The Auckland University College Bill and the Bail way Censtruction and Land Act Amendment Bill were read a second time, and the Customs Law Consolidation Bill was passed through Committee.
This day. On the motion to go into committee on the Licensing Act Amendment Bill. > Mr Stevens moved that the Bill and all the proposed amendment should be referred to a select committee.|After discussion this amendment -was rejected by 42 to 38 and the motion to go into committee was carried by 51 to 25. In committee an amendment by Mr Sutton, to make the local bodies the licensing committees was carried by 32 to 31. • ...,,.. _: •:/■
A long discussion ensued on clause 3, and certain amendments were proposed by Mr Weston, and Ultimately progress was reported without any decision having been come to. The House rose at 12.35.
