The Licensing Bill was further considered in Committee for class 1. A new clause was moved providing machinery for the erection of the licensing committee.
In Committe clause 12 of the Licensing Bill was amended, providing that the ordinary Licensing Committee shall consist of five persons, to be elected in the manner provided by Regulation of Local Elections Act. Progress was reported, and leave was granted to sit again.
FIRE BRIGADES' BILL.
The Fire Prevention and Fire Brigades Bill was considered in Committee on Clause l.
Mr Andrews moved that the Chairman leave the Chair. The U ouse divided, ayes, 23 ; noes 35.
Clauses up to 15 passed as printed. The principal provisions of the clauses of the bill as passed in committee are: — That the duty of extinguishing fires is entrusted to Councils ; the Council may form fire brigades and provide engines, &c.; the name of the brigade shall be the same as the borough or city; the Council may apprint superintendent and one or more fire inspectors ; the officer in charge at a fire may order any fireman, police officer, or police constable to remove, any persons who may interfere with or impede the fire brigade, may break into, take possession of, and pull down premises; the damage done to property in extinguishing fires to be deemed within the meaning of insurance policy ; any person interfering with tire brigades m»j be fined £5 for every such offence; th« Council may utoept the services of n't persona as fire police to watch over property saved at firea, &c, such persons to be sworn in ; and clause 15 provides that it shall not bs lawful to use any building of two stories high as au hotel, public lodging house, place of public entertainment or instruction, without providing on the outside some sufficient means of escape in case of fire.
Latbe. Wellington, This day. The House continued last night in committee on the Fire Brigades Bill. Clause 17, compelling insurance companies to contribute to the expense of tire brigades was strongly opposed, and ultimately struck out by 26 to 25, whereupon Mr Stevens who was iv charge of the bill, intimated he would not proceed with it further. Progress was reported and the Bill was discharged from the order paper. Some new clauses were added to the Drainage Bill, which was reported as amended.
In committee on the Licensing Bill, Mr DeLatour moved a new clause prohibiting anyone supplying intoxicating liquor to auy Maori within any Native Licensing District agreed to. A further clause on the same subject was also passed. Sir W. Fox moved a new clause to prohibit the Licencing Committee granting a certificate for any sort of license if a majority of • the ratepayers signed a memorial against it, but it was rejected iv a division by 27 to 15.
Mr Hursthouse moved a new clause that no contract by any licensee binding him to take intoxicaiing liquors from any particular, person shall be binding. Rejected by 23 to 20.
Several members then said they had new clauses to propose, but none were pressed, and the schedules having been passed, progress was reported, and the House rose at 1.45.
