Wellington, This day. The House met at 2.80 to day. A fortnight's leave of absence was granted to Mr Hurst. The Premier, in presenting a petition from the Selwyn County Council praying that the Counties be placed on the same footiug as Municipalities in regard to endowments, stated that he did not concur in its prayer. Sir George Grey presented a petition from the ratepayers of Auckland, praying for a restoration of the Hate payers Franchise. Mr Dick presented a petition from the Otago Bible in Schools Association in favor of Bible reading in schools. Mr Ballance gave notice to ask the precedent or constitutional practice on which the Premier relied in disclaiming Ministerial responsibility for despatches from the Government to the Secretary of State. Mr Tole gave notice of n Bill to incorporate an Institute of Civil Engineers. Mr Pitt gave notice to move a new clause in the Licensing Bill providing for compensation. Mr Oliver gave notice to introduce the Otauo University firserres Vesting Bill. Mr Hall gave notice of a .Regulation of Election Bill. la reply to Te Wheoro, Ministers stated they did not intend to introduce the question of dealing with the question of compensation for losses by British subjects of both races during the past wars. A number of consolidated Statute Bills were received by message from the Governor and read a first time.
