Age SpecialLondon, August 20. CONDITIONS OF THE BERLIN TREATY. In accordance with the understanding arrived at at the subsequent Treaty of Berlin, that Russia should withdraw her troops from Bulgaria within a specified period, instructions hare been given for the immediate withdrawal of the troops still remaining. The principal port of embarkation will be Rustchuk, on the Danube, where they are now being concentrated. A large quantity of the munitions of war will also be removed.
The Turkish Government in pursuance of their promise to cede Dolcigno to Montenegro, have despatched a number of men-of-war to that place for the purpose of transporting the Mahomedan ! population desirous of emigrating toother portions of the Turkish Empire. Complications have arisen between the Powers in reference to the personel of the Danubian Commission, that international body that is to hare charge and control of the Danube. Germany supports Austria's claim to bare the leading voice in the matter, and Prince Bismarck insists that Austria should have the appointment of the President of the Commission, on the ground that she is the Power most vitally concerned in the management of the river highway. England strongly objects to the proposal and' the matter is causing considerable excitement, aud as yet is unsettled. London, August 18. The Government of Ireland. It is stated that a general system of Government espionage exists in Ireland. The Cork agent employed by the police engaged secret detectives, who endeavour to make themselves familiar with the private affairs of suspected persons, and in attempts to gain access to meetings held, whether political or private, the result is a spread of a spirit of distrust, especially on the part of the officials, who seem apprehensive of being marked out for vengeance by the Fenians.
London, August 23. Petty robberies of arms still continue in Ireland. The peasants have no other means of acquiring weapons. Information has been received that the police barracks nt Banagher, situated in the King's County near Tullamore, was entered, aud the rifles of the constjjrfta carried off. *-l^ .- — - LonTjon,n&ngiisfc-2h~ Daring the progress of a match with Scarborough, much objection was raised 'by the Australians to the bowling, of Franks, one of the members of the opposite team. They accused him of throwing and appealed to the umpire, but were over ruled. Franks' bowling was very dangerous, and Spofforth while at the wickets had his band severely injured by a ball delivered by Franks. An outbreak of cholera is reported amongst the Russian troops stationed at Saratoffo, an important town situated on the Volga. The epidemic is said to have been introduced from Asia, Saratoffa being the food depot on the route from 1 Astrakan to Moskow.
A serious ill-feeling has arisen between Soumania and Bulgaria, concerning the possession of Dobondich, a territory south the Danube which was ceded to Itoumania as compensation for .Bessarabia taken by Russia. Calcutta, August 16. A GUEBRILLA WAR. Intelligence has been receired that the Pathan tribes, who some months ago attacked and massacred a whole party of
the British in the vicinity of the Bolau Pass, have renewed their hostilities against the troops stationed at Kachinadan which place has been garrisoned for some time past. They were, however, repulsed and routed, the British Cavalry pursuing them for several miles, committing great havoc among their forces. London, August 17.
Since the repeal of the late Coercive Act there have been large purchases of arms for Ireland, and trouble is expected after the harvest when landlords will claim their back rent. The language used by the tenants is increasingly aggressive, and Borne speakers at a meeting have urged the format on of a union to the number of 300,000 to refuse the payment of rent, and to harass the landlords. Serious religious riots have occurred at Portadown, in Armagh, Downpatrick, in the County Down, and Dungannon, in County Tyrone. At the last named place the police fired on the mob, killing one person and wounding 16. The British Government is aware that inflammatory papers have been forwarded from Constantinople with the knowledge of the Porte for circulation amongst the Mahommedan population of India. Whilst mass was b ing celebrated in a chapel at Queedore, a place on the coast of Ireland, in the county of Donegal, a flood of water rushed djp n a ravine and filled the chapel to the height of ten feet, when 15 persons within the building were drowned.
