Constantinople, May 31. Turkey and the Great Powers

The fulfilment of the Berlin Treaty.

There is great excitement in this city owing to the action which is being taken by the European Powers to enforce the strict fulfilment by Turkey of their obligations under the Treaty of Berlin.

The Ulemas, who comprise the chief religious and legal functionaries, and a number of religious fanatics, counsel the Sultan to resist the demands of the Great Powers for an immediate settlement of the Greek frontier question, and the cessation of territory to Montenegro, as provided for by the Treaty.
