A Bill was introduced by Sir H. Parkes declaring that the Council has never had power to amend. The Money Bill was read for the first time, The Bill further declares that the Council shall not.have power to make such amendment in future. Sir Alfred Stephens submitted to the Council a series of resolutions affirming the power of the Council to amend the Money and Taxation Bills, so long as an increase or diminution in taxation is not involved. The resolutions were shelved on the previous question, but were eventually oarried. The debate in the Council on the Education Bill, proposal, making education purely free ended by the motion being negatived. Randwick Races. On Wednesday the weather was beautiful, and the attendance good, including the Governor and suite. Petrea and Martindale, were equal favorites. Flying Handicap. — Clarenza, 1 ; Chesterfield, 2; Star, 3. This was a grand race, Clarenza won by half a head, same distance between Chesterfield and Star.

Autumn Stake.—Faublas, 1; Waterloo, 2; Goodmorning, 3. For the Gold Cup, Petrea was first, Martindale 2nd, Strathrearn 3rd. Petrea overtook Sunlight in the straight, went ahead, and won easily by five lengths ; Strathrearn half a length behind Martindale, Sunlight and Black Swan following. Time, 3tnins. 57^secs. Bbekdehs' Plate.—Grand Prix, 1; Sapphire, 2 ; won by two lengths. Selling Plate.—Queensland, 1; Balthazar, 2; First Lord, 3. Zephyr made the running; but Queensland won by a length and a half. Selling STAKE.—Lady Emma, 1; Lothair, 2; Kannorai, 3. Eight others started. Won easily by a length.
