On resuming at 7.30. On the motion the bill for the Address to the Governor was passed, stating that a new Parliament should be called at as early a date as possible to appropriate the new loan.

On the motion for the second reading of the Loan Bill the Hon G. M. Waterhouse said the colony had borrowing powers far beyond iti means, and was tending towards bankruptcy. He mored an amendment that the present Parliament should only borrow for pressing requirements, leaving any further borrowing for the hew Parliament. '• •
