NO PROGRESS TOWARDS LIBERTY.

The Riga correspondent of “The Times” says the Soviet Congress ratified the new Russian Constitution, superseding the original of 1918. The latter was hurriedly produced in the Soviet’s so-called militant period, when the Bolshevists were carrying out a purely destructive programme. M. Lenin and other leaders then justified the restriction of the liberties, of the citizens under a merely temporary measure.
The new Constitution, however, doeb not reflect progress towards liberty. It retains the same principles that the Bolshevists considered necessary when fighting for their existence.
