Rio db Janeiro, Oct. 31. President Piexto is negotiating for the purchase of Messrs Yarrow’s entire stock of torpedoes. He announces that the Secretary of the United States has promised to prevent the re-establishment of a monarchy in America. Rio de Janeiro, Nov. X. The insurgent war vessel Republica rammed a Loyalist transport vessel proceeding to Santos. Five hundred out of 1100 on board were drowned. The Loyalist forts fired on the departing insurgent vessel, and killed forty of the crew. A balloon is waiting at Santa Catherina to drop explosives on insurgent warships. The Brazilian Government have purchased six American steamers, which are to be converted into cruisers, and have also purchased stores costing 4,000,000 dollars. It is believed to be likely that the auxiliary fleet will entrap Admiral Mello in Bio.
